How to manage reviewer workload without sacrificing review quality

Reviewer fatigue is an operational signal

When invitations repeatedly go to the same small group, slower responses are not simply a reviewer problem. They indicate that the journal’s expertise map, assignment history or invitation process needs attention. Sustainable peer review begins by measuring invitations, acceptances, declines, overdue work and completed reports at reviewer and subject level. These records should inform editorial judgement without turning a professional relationship into a crude score.

Match expertise before considering availability

A free calendar does not make someone an appropriate reviewer. Editors first need evidence of subject fit from publications, declared expertise, prior reviews or other verified scholarly activity. Topic-similarity tools can narrow a candidate set, but the editor must consider methodological knowledge, conflicts, independence and the manuscript’s specific contribution. The goal is not a cosmetic distribution target; it is a reviewer network broad enough to avoid dependence on a few people and capable of evaluating the journal’s actual submissions. Useful indicators include invitation concentration, acceptance rate, time to first reviewer, overdue rate and the proportion of new qualified reviewers. The result is faster assignment with stronger relationships, not automated judgement.
